Jean-Luc Moullet (pictured) has been appointed chief technology officer of the French National Center for Scientific Research (CNRS) and will be responsible for areas including technology transfer.
Moullet’s responsibilities will also include coordinating CNRS’ activities in the areas of innovation and value creation. He will sit on the management board.
He was previously industry program director at the French investment secretariat, working under prime minister Edouard Philippe. He replaces Michel Mortier, who will oversee the formation of the CNRS Foundation, which he is set to direct once fully established.
CNRS boasts a portfolio of more than 1,400 startups, more than 5,600 patent portfolios and 1,200 active licences, 140 public-private research partnerships and 21 framework agreements with 40 domestically listed corporates.
Moullet, after a stint in the private sector, had rejoined the public sector in 2010 as an industrial affairs adviser to the defence minister before he became industry program director for the French investment secretariat in 2012.
His responsibilities during his time with the secretariat involved managing the €13bn ($14.6bn) portfolio of the government’s Investissements d’Avenir R&D program.
