Finland-based phone maker Nokia, which uses software group Microsoft's mobile operating system, will both fund the $24m programme, AppCampus, over the next three years.
Nokia and Microsoft have each invested €9m ($12m) in a mobile application development programme at Aalto University in Helsinki, Finland.
