James Loftus who led the team since 2022 is moving to a CFO role at Velocity Global.

Ian Cox Moya has been appointed managing partner of PayPal Ventures, taking over the running of the unit as James Loftus steps down.

Loftus, who led the team as managing partner since 2022, is taking a role as chief financial officer of Velocity Global, a global workforce management platform.

PayPal Ventures was a prolific investor in fintech startups under Loftus’s leadership, with a portfolio of more than 82 startup investments spanning payments, commerce enablement technologies, blockchain and AI.

Cox Moya has a long association with PayPal, having worked for the company between 2012 and 2015 to develop its Latin America strategy, and then rejoining three years ago as partner of the venture investment team.

Before rejoining PayPal Cox Moya was head of the investment arm at US consumer financial services company Synchrony. He also worked on Spanish bank BBVA’s in-house incubation and venture creation programme.
